Constitution

Article I

 

Name:

The name of this organization shall be the Lower Columbia Middle School Activities Association.

 

Article II

 

Objective:

The objective of this organization shall be to regulate and further the interscholastic relations of its member schools, each with others; and at all times, seek to better the athletic, social and academic opportunities for the membership.

 

Article III

 

Membership:

Section 1 – The schools holding membership in this organization shall be: Canyon Creek, Castle Rock, Henkle, Hockinson, Jemtegaard, La Center, View Ridge, Wind River, and Woodland.  Other schools may be allowed in the league for specific activities if approved by a majority vote of the membership.  Such membership is subject to approval each year and is not automatically continuing.

Section 2 – The electorate of this association shall be the Principal, or his or her designated representative.

Section 3 – In all cases of voting, each school shall be entitled to only one vote.  Each delegation may determine its own single elector.

Section 4 – All member schools shall be a member of Southwest Washington District No. 4 and the WIAA.  All member schools shall be subject to the rules and regulations of said organizations.

 

Article IV

 

Officers and Duties:

Section 1 – The following officers shall be elected annually: President, Secretary/Treasurer

Section 2 – The President shall call and make ready for the meetings as here-and-after provided and shall conduct the meetings according to Roberts Rules of Order.

Section 3 – The Secretary shall keep an accurate account of the proceedings of each association meeting and will distribute minutes to the members no later than the beginning of the following meeting.

Section 4 – The Treasurer shall report monies at each meeting.

 

Article V

 

Elections:

Section 1 – Nominations and elections will be made from the floor at the last association meeting in May.  Term of the office shall be for one year from the date of the election.

 

Article VI

 

Meetings:

Section 1 – There shall be regular monthly meetings for the school year.

Section 2 – Special meetings of the association may be called by the President or at the request of the majority of the member schools.

Section 3 – The place and time of the meetings will be determined by the President in consultation with the membership.  In the event of a disagreement, majority vote will determine site.  Any tie will be settled by the President’s vote.

Section 4 – No association business will be conducted without a quorum.

 


LEAGUE RULES AND BY-LAWS

  1. No athletic letters will be awarded. Certificates may be awarded.
  2. LCMSAA will not award athletic trophies (individual schools may do so at their own discretion).
  3. The league is a 7th and 8th grade activity league.
  4. Cheerleaders are not permitted in the LCMSAA.
  5. No student rooters are to be released from school to attend any away games.
  6. Participants are to remain with their team, even going to and from the bus.
  7. Any team not participating in an official activity is to sit as a unit with their respective coach/supervisor.
  8. Artificial noisemakers are not allowed.
  9. In sports organized on a 7th and 8th grade basis, 7th grade athletes are to play on the 7th grade team and 8th grade athletes are to play on the 8th grade team. If an athlete plays at a higher-grade level of competition (7th grade athlete on an 8th grade team), he/she must stay at that level for the season. Any school moving an athlete "up" must notify all coaches in LCMSAA. Any exceptions must be ruled on by the league and/or school administrators involved. Combined teams will be permitted pending league authorization.
  10. Admission prices: $2.00 adult, $1.00 students, all members will charge admission.
  11. W.I.A.A. rules will apply to LCMSAA Interscholastic Activities.
  12. All schools are encouraged to provide the most competent scorekeeper and timer available at interscholastic activities. It is recommended that the official scorer and clock operator be adult.
  13. All school are to use three registered officials for all regularly scheduled 7th and 8th grade football games, one registered official for volleyball games, two registered officials for basketball games. Registered Officials will be used in all athletic events unless no registered officials are available, in which case competent adults may be used as per direction of the site administrator. No students will be used as officials.

14.     FOOTBALL- 7th grade games will begin at 4:00 PM unless lighting conditions call for an earlier start (usually 3:30 PM). Intermediate size footballs will be used by 7th and 8th grade teams. Games will consist of four 8-minute quarters with an 8-minute half time. There will be 10 minutes allowed between squad games. Games may be called because of darkness by host administrator.  There will be no tiebreakers utilized in 7th or 8th grade football games.

15.     VOLLEYBALL- Rally scoring will be used for all games.  The first two games will be to 25 with a 27 point cap.  The third game to 15 with a 17 point cap. The Blended team games will begin at 3:30.  The 7th grade will follow. The 8th grade contest will follow the 7th grade game unless individual school's schedule dictates different starting times, or unless mutual agreement is made to play at another facility. Notification and arrangements must be made prior to the competition date. Net height will be 7 feet. The time in between squad games will be 10 minutes. This is to be broken into 4 minutes for each team for net play and 2 minutes for serving for each team.

16.    BASKETBALL- The Blended team games will begin at 3:30.  The 7th grade will follow. The 8th grade contest will follow the 7th grade game unless individual school's schedule dictates different starting times, or unless mutual agreement is made to play at another facility. Notification and arrangements must be made prior to the competition date. Intermediate size basketballs will be utilized for girls' competition, while official size basketballs will be used for boys' competition. Games for 7th grade and c-teams will consist of six-minute quarters with an 5-minute half time. Games for 8th grade will consist of eight-minute quarters with an 5-minute half time.  If there is a 30 point or greater lead at the end of any quarter, then the remaining quarters will be 6 minutes in length.  There will be 10 minutes between squad games.  Full court press defense cannot be employed by a team enjoying a ten (10)-point lead in a contest.  After the start of the 1st game there will be no balls (shooting or dribbling) on the court except for the official team warm-up of the current team playing.

17.  WRESTLING- Wrestling will begin at 4:00.  Rosters will be entered online by 9:00 AM on meet day.  Wrestling weights shall correspond to the league adopted weight divisions. Wrestlers may be weighed the night prior to the match. Weight charts will be signed by an administrator or his designee. Weight reduction is discouraged.  There will be a JV and Varsity culminating event at the end of the season.  The Varsity culminating event will be a 10 team bracket with one entry per weight class from each school.  Byes will not be filled in.  In order to wrestle in the varsity or junior varsity tournaments a wrestler must be eligible and entered into the tournaments at the seeding meeting. For the varsity tournament at most the top six wrestlers will be seeded.  In order to be eligible to be seeded a wrestler must wrestle one half or more of their matches while they are ranked a 3 or higher.  The seeding criteria will be: 1) head to head, 2) common opponent, 3) coaches vote, 4) flip a coin.  Team scoring will be kept.  Admission will be charged, $3.00 & $2.00.
Weight Classes: 75, 82, 87, 92,  97, 103, 107, 112, 119, 125, 130, 135, 140, 145, 152, 160, 171, 189, 215, 215+

 

18.     TRACK- Middle school track meets begin at 3:30 PM, unless a different starting time is otherwise agreed upon.  Visiting track teams should arrive by 3: 15 PM and be ready to report to the starter or field judge when called. (Blocks will be supplied by the Host school.)

I. Order/Time of Events

3:30 PM - All Field Events begin.  (Discus, Shot, Javelin, Long Jump, Pole Vault)

3:30 PM - 1600 Meter Run-7th grade girls, 8th grade girls, 7th grade boys and 8th grade boys.

All subsequent running events will follow in this order: 

7th girls, 8th girls, 7th boys, 8th boys

100 Meter Hurdles (30" height/HS girls' spacing move to 33” height for 7th & 8th grade boys)

II. Regular season meets will allow unlimited entries in all events; coaches should use reasonable judgment in this. If more than one relay team is entered by a school, the coach must designate the scoring team.  Every attempt will be made to time all lanes in each event.

III. Field Events:

A. Shot-put, Discus, Long Jump, Javelin - Each participant will make three (3) consecutive attempts.  Markers will be placed after each attempt.  Only the two (2) longest attempts have to be measured.

1. Competition consists of 3 throws or jumps-- NO FINALS

2. The shot, discus, and javelin to be used in competition will be according to WIAA and National Federation Rules and supplied by the Host school.

B. High Jump

1. Opening heights

a. Girls, 3'8" (both grades jump at the same time)

b. 7th grade boys, 4'0"

c. 8th grade boys 4'4" (may enter when the 7th grade boys reach 4'4"). High Jump bar raised 2" at a time until 5' 0" and 1" thereafter unless remaining participants request otherwise.

C. Pole Vault

1. Open Height 6' for 7th grade girls, 8th grade girls, and 7th grade boys, 6’ 6" for 8th grade boys.

2. Bar raised 6" at a time until 9' 0" and 3" thereafter.

3. 8th grade may enter when 7th grade reaches 6' 6".

IV. Individual event limitations, running procedures and scoring will follow WIAA and National Federation Guidelines and Rules. (See addendum on page 5.)

V. Sub-District/District Track Meets

A. Sub-District school placement will be determined at the April or May LCMSAA meeting.  

1. Sub-District Meets will be held either the week before or the week of the District Meet.

2. Coaches should tell athletes that the best should run in 1st heat if there is to be more than one heat.

3. Sub-District Meet managers shall forward all results to the District Meet Manager.

 4. Entries in Sub-District:

Run as a regular meet

5. Qualifying for District.

a. Top 4 finishers in Lane Events with 5th place as alternate.

b. Top 5 finishers in 1600 Meter Run, with 6th place as alternate.

c. Top 5 finishers in Field Events with 6th place as alternate.

d. One Relay Team per (automatic entry) school, providing the same people make up the relay team as ran in the Sub-District Meet.  The only substitutions which can be made are for illness or injury in which case that person becomes ineligible to compete in any other event at the District Meet.

e. If possible, Coaches will notify District Meet Manager 3 days prior to the District Meet date if one of their athletes is injured/cannot compete.

 

 

ADDENDUM-TRACK W.I.A.A. TRACK AND FIELD RULES

A participant may enter a maximum (total) of 4 events per meet of which no more than 3 can be track events or no more than 3 can be field events. 

 

 It is legal for a participant to compete in both the 800 and 1600 meter run.

Section I...MEET SCORING

Article 1 ... Team points are awarded to place winners according to the order in which they finish a given event. For scoring purposes a team is made up of one or more competitors representing a single school or organization. The team winner is determined by totaling the points won by the individuals and relay teams representing that school or organization.

Article 2...The number of places to be scored for each event, unless otherwise announced by the Games Committee, shall be according to the accompanying table.

21. SPELLING BEE- Contestants will be from LCMSAA member schools only.  Each school will be limited to four contestants.  No limitations will be implemented regarding grade levels. (School make up varies from 5-8, 6-8, 7-8). Each school will select the best candidates through an in-house competition. Teams should have one alternate.

22. MUSIC FESTIVAL- The LCMSAA will annually sponsor a non-competitive vocal and instrumental music festival in the spring of the year.

23. KNOWLEDGE BOWL- The LCMSAA will sponsor an Interscholastic Knowledge Bowl competition for member schools. This interscholastic program will begin at the end of the third sport season (February) and end before Track Season begins, usually in the month of April.

KNOWLEDGE BOWL RULES AND REGULATIONS

1. Each school will host a match.

2. Each school will be committed to their schedule. Adjustments to the schedule shall take place prior to the beginning of the season.

3. Match Length:

-Each match will consist of one (1) written round and two (2) oral rounds

-Each round will consist of 45 questions.

4. Team Structure:

-Each school may have up to three (3) teams designated as A, B and C Teams--or more by mutual consent of schools involved.

-Each team will consist of four (4) members, with up to two (2) alternates. The composition of the individual teams is up to the coach; however, the team's composition may not change during the match.

5. Written Round:

-Each team is given one copy of the written test.  All team members may work on the test for 15 minutes.

6. Oral Rounds:

-Four members of each team participate at a time.  Alternates may be substituted preceding any question.  Substitutions are unlimited.

7. Scoring:

-Each correct answer is worth one point. There is no penalty for incorrect answers. Final standings are to be determined by team, not by school.

8. Question packets will be mailed out to host schools in sealed envelopes prior to each contest.  The question packets will not be opened until the coaches meeting at the event.
