Southwest Washington “1A” League Activities Association Constitution

 

ARTICLE I

Name

The name of the organization shall be the Southwest Washington “1A” League. The league will be divided into two divisions. The Trico division will include Castle Rock, Ilwaco, Kalama, La Center, Rochester, Stevenson, White Salmon. The Evergreen division will include : Forks, Montesano, Onalaska, Rainier, Tenino, Toledo, Winlock.

 

ARTICLE II

Object

The object of this organization shall be to regulate and further the interscholastic relations of it’s member schools, each with the others; and to, at all times, seek to better the athletic, social and academic opportunities of the membership.

 

ARTICLE III

Membership

1.         Membership into the league will be allowed upon formal application by the new school and by a 2/3 majority vote of the membership.

2.                  Applications for membership in the league must be approved by a 2/3 majority vote of league members by December 1 of the year previous to their participation. The restriction is not to apply when in conflict with the regulations of the Washington Interscholastic Activities Association.

3.                  Membership in this league pre-supposes the payment of any assessments and/or fees by November 1 of each school year.

 

ARTICLE IV

Voting

1.                  Each member school shall have one vote in all league matters, to be cast by the principal or his designee.

2.                  All decisions shall be determined by a majority vote, provided a quorum of qualified representatives is present. A quorum shall consist of qualified representatives from one more than one-half of the schools in the league.

3.                  Each school should be represented at each meeting by the principal or his designee, prepared to cast votes on league matter.

4.                  All members schools shall be members of and subject to the rules of the Southwest Washington District IV and the WIAA.

 

ARTICLE V

Officers and Duties

Each Division shall have the following officers:

 

1.      President

A.     Chair meetings

B.     Prepare meeting agendas.

C.     Call special meetings.

D.     Appoint task forces and committees.

E.     Represent the league at District IV meetings.

 

1.      Secretary:

A.     Record minutes of the meetings and distribute.

B.     Handle all correspondence as directed by the President.

 

2.      Treasurer: This will be a League position

A.     Serve as league fund manager to manage moneys made available to the league for the support of the league programs.

B.     Collect, receipt, deposit, and disburse league moneys.

C.     Keep and maintain records of all league moneys and report same to the membership at each meeting.

 

3.      Executive Committee:

                       

A.     This committee shall consist of each division President, each division Secretary, and the league Treasurer. 

B.     This committee shall interpret the Constitution, By-Laws, and practices of this league and shall hear and decide disputes.

C.     In all matters not herein determined, the Executive Committee shall have the power to make a decision until the next regular meeting.

 

4.      Representation: 

A.     The league will have two representatives to District IV.

B.     The league will have one representative to WIAA Representative Assembly.

 

 

ARTICLE VI

Elections

.

1.                  The President, Secretary, And Treasurer shall be elected at the regular May meeting of each division by a majority vote of the membership. 

2.                  All new officers of the league will assume office at the regular June meeting.

 

ARTICLE VII

Meetings

.

1.                  There shall be one general division meeting each month and league meetings TBD from August through June. The dates of the membership will be determined by majority vote of the membership.  

2.                  The President will call such special meetings as may be needed.

3.                  Committees and task forces will meet as needed to complete their assigned task.

 

ARTICLE VIII

Amendments

1.                  This Constitution may be amended at a regular league meeting by a vote of two-thirds of the member schools in attendance.

2.                  Written copies of all proposed amendments must be presented at least one meeting before a vote may be taken on the amendment.

ARTICLE IX

By-Laws

1.                  By-Laws of this Constitution may be added, deleted, or changed by a majority vote of members present and voting at a regular meeting.

2.                  Written copies of all proposed By-Laws must be presented at least one meeting before a vote may be taken on the proposal.

 

ARTICLE X

Cooperative Agreement

In order to meet the requirements of WAC 392-138-085, LEAGUE AND OTHER JOINT ACTIVITIES, the Board of Directors of each member school district will adopt a resolution agreeing to authorize its school/s to continue membership in and to accept the Constitution and By-Laws of the Southwest Washington 1A League. The Board resolution should be adopted prior to October 1st.

 

A sample resolution which could be adopted by a Board of Directors follows: “In order to meet the requirements of WAC 392-138-085, LEAGUE AND OTHER JOINT ACTIVITIES, the Board of Directors of                                              School District authorizes                                                High School/Middle Level School to continue membership in the Southwest Washington 1A League and accepts the Constitution and By-Laws of the league.”

 

ARTICLE XI

Behavior Expectations of Crowds at League Contests

Athletic contest between teams and individuals should reflect sportsmanship and mutual respect by both the participants and the spectators. Care must be taken that the schools in our league continue to be friendly rivals, not enemies. Booing, throwing objects, use of noisemakers or harassment of player shall not be allowed at any athletic event. We will adopt and follow the rules for WIAA state events at all league events.

 

ARTICLE XII 

All League Awards

The league will recognize MVP(s), Coach of the Year, and First Team Selection, Second Team & Honorable Mention in each sport by divisions or league depending on the individual sport.

 

This will be determined by a vote of the coaches representing each member school

 

ARTICLE XIII

All League Academic Awards

The league will recognize any varsity participant with a 3.5 GPA in the previous semester. Freshman will not be eligible for the fall semester.

BY-LAWS

SOUTHWEST WASHINGTON “1A” LEAGUE BY-LAWS

 

SECTION I.  RULES AND REGULATIONS

 

The Rules and Regulations of the Washington Interscholastic Activities Association and the Southwest Washington Activities Association shall take precedence over the By-Laws of this league in case of conflict between provisions. Principals, Athletic Directors, and Coaches are to be aware of regulations in WIAA Handbook governing athletics. Membership in this league pre-supposes the payment of any assessments and/or fees by November 1st of each school year. All member schools shall be members of and subject to the rules of the Southwest Washington District IV and the WIAA.

 

SECTION II.  PRESIDENT, SECRETARY, AND TREASURER SALARY

 

Each division President, each division Secretary, and the league Treasurer will receive and annual salary of $250.00. Payment will be made in December for the year.  This will be paid for by taking 1 share from each of the boys and girls basketball tournament.

 

SECTION III.  DISTRIBUTION OF MINUTES AND AGENDAS

 

One copy of the minutes of each meeting will be e-mailed directly to the league representative of each member school for distribution. Agendas for up-coming meetings should be received as a reminder at least one week prior to the scheduled meetings.

 

SECTION IV.  REIMBURSEMENT FOR LEAGUE EXPENSES

 

Actual expenses of officers or committees, in active and faithful discharge of duty shall be paid by the Association. The league is to pay for mileage (at the WIAA approved amount) and meals upon presentation of a bill whenever necessary in conducting league business.

 

SECTION V.  SCHOOL CLOSURE

 

In case of school closure due to unforeseen circumstances, the principal or his designee of that school must contact the other school as early as possible with information regarding possible cancellation or postponement of a scheduled league contest.

 


SECTION VI.  SCHEDULING

 

Schools may, by mutual consent, change the time and/or date of a league scheduled game. If agreement cannot be reached the decision may be made by the division, then league. If a team cannot play a Junior Varsity game, they must notify their opponent one day prior to the game as a reminder.

 

The President shall appoint a sustaining co-chairman for each sport or activity and their duties shall be:

A.     To make up schedules and submit them to the principals or their designees at the appropriate league meeting.

B.     Once the schedule is approved, the chairman will make copies and give them to each school.

By agreement of the League, exchanging of eligibility lists has been waived by the provisions of Article 21, Section 22.16 of the WIAA Handbook.

 

SECTION VII.  ADMISSION PRICES

 

Admission prices for the following year will be set at the regular May meeting of the league and sent to each member school included in the May minutes.

 

Host schools will honor visiting schools’ ASB cards at student prices.

 

Host schools’ students with ASB may be admitted free to regular season events.

 

SECTION VIII.  SUPERVISION PASSES

 

Schools shall honor Southwest Washington District IV passes for all regular season contests. For playoff contests, special supervision passes will be issued or pass lists will be utilized. The league will provide each member school with 5 Administrator/Coaching passes admitting the holder and a guest to all league school contests.

 

SECTION IX.  INTER-SCHOOL DISPUTES/PROTESTS

 

When disputes concerning league activities arise between school in the league, staff members are to immediately notify their principal. Officials from the schools will work together to solve the problem. Parties involved will issue no press releases concerning matters in dispute between the schools.

 

If the schools involved in a dispute are unable to reach an agreement they will immediately refer the issue to the division President, who will work with the league members to settle the dispute. Should the school represented by the division president be involved, the next officer shall conduct the meeting. Both schools involved in a dispute will not have a vote on that issue. The decision of the Executive Committee shall be reviewed at the next regular meeting.

 

SECTION X.  CHAMPIONSHIPS

 

Varsity League Champions will be determined by the final won-lost standing of league schedules. In case of tie, schools involved will be co-champions.

 

 

SECTION XI.  MANAGEMENT OF ATHLETIC CONTESTS

 

SUPERVISION: Each participating school should have an administrator or his designated faculty representative (other than the coach involved) present for all major home and away spectator sports events, particularly the varsity sports of football and basketball or any other sports event considered to be major by the administrators of the schools involved. It is the responsibility of the home school to provide adequate crowd control and security provisions.

 

FACILITIES: The home school should provide the following for the visitor’s locker room: chalkboard, benches, showers, toilet facilities. Locker rooms shall be open well in advance for visiting teams.

 

VISTOR RESPONSIBILITIES: Visiting teams will supply their own towels. The visiting coach shall leave the locker room in good, orderly condition (no tape, towels, socks, food, etc., on floor or benches). The visiting school is responsible for the replacement or repair of facilities or equipment that are damaged or removed.

 

NOISEMAKERS: Unusual noisemakers, such as whistles, air horns, duck calls, etc., are not to be used at athletic contest. Drums should be used for no purpose other than accompanying the band.

 

SIGNS: Pep signs are to be regulated by the host school.

 

ADMITTING PEP STAFF: Visiting pep staff with uniform or accompanied by an advisor will be admitted without charge at the gate.

 

STUDENTS LEAVING DURING CONTESTS: Students will not be allowed to leave and return during athletic contest.

 

GAME FORFEIT:  In a varsity contest, if a school is unable to play a league game due to a violation of a school policy, then the game will be declared a forfeit.

 

EXPENSES AND PROFITS: For regularly scheduled contest the host school will incur all expenses and retain all profits. In the event that two or more teams within the division or league are tied for a play-off berth, the SOP will be followed to determine tournament placement. If a game(s) is/are necessary to determine placement, then the school hosting the play-off will be reimbursed for it’s expenses in hosting the game(s). In the event a profit is made, it will be deposited in the league treasury. If there is a loss, the league will pay the host school to cover the expenses. District tournament profits or losses will be discussed on a per sport basis by the league. 

 

ADMISSION

 

Washington State Law forbids free admittance to contest.  Acceptable passes or admission fees must be presented at the gate. It is recommended that bus drivers and all supervisors get picture ID cards.

 

Prices will be as follows:

$5.00 Adult

$4.00 7-12 Student w/ASB, Senior Citizen (60+), Child K-6

$12.00 Family (2 Adults & kids)

 

The League will issue a Golden Age Senior Pass good at all 1A regular season league events in the amount of $10.00.  Money raised will be kept at the selling school.

 

SECTION XII.  OFFICIALS

 

It will be the responsibility of the host school to arrange officials for league contests. All league contests must be officiated by WIAA approved officials. For play-off games, officials will be selected from league participating associations, unless agreed upon by the competing schools.

 

SECTION XIII. RESPONSIBILITIES OF COACHES AT LEAGUE CONTESTS

 

It will be the responsibility of coaches to:

1.      Know the rules of the game.

2.      Set an example of good sportsmanship for officials, players, and fans.

3.      Be responsible for his/her participants before, during, the after the contest.

4.      Meet all commitments pertaining to the contest.

5.      Establish communication of a positive manner with opposing coaches and officials.

6.      Have available at the site a medical release treatment form for each participant.

 

 

SECTION. BEHAVIOR EXPECTATIONS OF ATHLETES AT LEAGUE CONTESTS

 

It will be the responsibility of participants to:

1.      Abide by the rules of good sportsmanship at all time.

2.      Have respect for all facilities, personnel, and fans before, during and after contests.
